In Kansas, state highways technically do not exist within cities. Routes within the cities are considered City Connecting Links (CCL). KDOT has agreements with each city regarding maintenance. A city may either agree to maintain the roadway with a stipend from KDOT (currently, the stipend is $3,000 per lane-mile) or may enter into an agreement with KDOT to perform maintenance.
By law, all fully access controlled CCLs (Freeways) are KDOT's responsibility. KDOT maintains special agreements with the cities covering theses CCLs, which also includes some partially controlled access CCLs (Expressways)
